In a sentence like John said: I don't care, the whole phrase is IP-MAT containing -SPE (the I-don't-care-part), in this case IP-MAT-SPE.

Note that direct questions in direct speech are CP-QUE-SPE containing IP-SUB-SPE (not IP-MAT-SPE).
